Le président russe Vladimir Poutine a déclaré samedi que les sanctions imposées à son pays étaient « l’équivalent d’une déclaration de guerre ».
Poutine a également déclaré qu’il n’était pas prévu d’établir un état d’urgence en Russie ou de recruter des conscrits pour « l’opération » en Ukraine.
« Une grande partie de ce qui se passe, de ce à quoi nous sommes confrontés, sont en fait et avant tout des façons de mener la guerre contre la Russie. Les sanctions qui nous sont imposées s’apparentent à une déclaration de guerre, mais, Dieu merci, nous n’en sommes pas encore là », a-t-il déclaré lors d’une réunion avec des employées de compagnies aériennes russes à l’occasion du 8 mars, journée internationale de la femme.
Poutine a déclaré qu’ils avaient presqu’achevé la destruction des systèmes de défense aérienne ukrainiens.
« Notre état-major, le ministère de la Défense, est parti dans l’autre sens ; la première chose qu’ils ont faite a été de détruire toute l’infrastructure militaire [de l’Ukraine], enfin, pas toute, mais partiellement, surtout. Des entrepôts avec des armes, des munitions, de l’aviation, des systèmes de défense aérienne », a-t-il déclaré.
Pour le moment, il est difficile de confirmer de manière indépendante les affirmations de Poutine.
Poutine a averti que toute tentative d’instaurer une zone d’exclusion aérienne au-dessus de l’Ukraine reviendrait à s’associer au conflit : « Nous entendons maintenant qu’il est nécessaire d’établir une zone d’exclusion aérienne au-dessus du territoire de l’Ukraine. Il est impossible de le faire sur le territoire de l’Ukraine elle-même, cela n’est possible que sur le territoire de certains États voisins ».
Et de souligner : « Mais toute initiative dans ce sens sera considérée par nous comme un engagement dans le conflit armé du (ou des) pays depuis le(s)quel(s) seront générées des menaces contre nos militaires. Ils seront immédiatement considérés par nous comme des participants au conflit militaire, et ce, indépendamment des organisations dont ils sont membres ».
« Les dirigeants [ukrainiens] actuels doivent comprendre que s’ils continuent à faire ce qu’ils font, ils remettent en question l’avenir de l’État ukrainien. Et si cela se produit, ce sera entièrement sur leur conscience », a ajouté Poutine.
Poutine a réaffirmé que la Russie ne pouvait pas » ignorer » les déclarations des responsables ukrainiens sur leurs intentions de développer des armes nucléaires, affirmant que son voisin pourrait rapidement devenir une puissance nucléaire avec l’héritage soviétique et l’aide occidentale.
« L’Ukraine a des compétences nucléaires depuis l’époque soviétique. Et en ce qui concerne l’enrichissement et les composants nucléaires, ils peuvent s’organiser pour ce travail. En outre, Kiev a des compétences en matière de missiles. Et, depuis l’autre côté de l’océan, ils fourniront également une aide à cet égard », a-t-il affirmé.
Et d’expliquer : « Nous voulons la démilitarisation du pays, car nous voulons comprendre clairement et concrètement quelles armes sont présentes, où elles se trouvent et sous le contrôle de qui ».
Le président russe a déclaré que l’intention de l’Ukraine d’adhérer à l’OTAN pourrait également entraîner de graves conséquences.
« Les objectifs de l’opération russe en Ukraine sont la dénazification et la démilitarisation du pays, en lui conférant un statut de neutralité. Pourquoi ce statut ? Parce que si le pays est neutre, il ne rejoindra pas l’OTAN », a-t-il déclaré.
