Les 165 députés de la 14e législature élus le 31 juillet dernier seront installés officiellement dans leur fonction de représentants du peuple, pour un mandat de cinq ans, lors de la session d’ouverture de l’Assemblée nationale, ce lundi 12 septembre 2022.
Après démarrage des travaux, le plus âgé des membres présents sachant lire et écrire la langue officielle assure la présidence de la séance jusqu’à l’élection du Président. Il est assisté par les deux plus jeunes, sachant lire et écrire la langue officielle, pour assumer les fonctions de secrétaires. Après s’en suit l’appel nominal des députés. Après avoir fait constater que le quorum est atteint, il déclare la séance ouverte. Aucun débat ne peut avoir lieu sous la présidence du doyen d’âge, sauf s’il porte sur des questions de procédure relatives à l’élection en cours.
Selon le chronogramme, il y aura d’abord, l’élection du président de l’Assemblée nationale, et pour ce poste si les rumeurs portaient sur Amadou Ba ou encore Aminata Touré, l’on apprend que c’est Dr Amadou Mame Diop DG de la Sacco et maire de Richard Toll qui est le candidat de la coalition BBY au perchoir et du côté de l’opposition c’est Lamine Thiam pour Wallu Ahmed Aïdara et Barthélemy Dias sont tous deux candidats de Yeewi askan wi pour ce poste.
On procédera ensuite à l’élection des huit vice-présidents, puis celle des six Secrétaires élus et les deux questeurs. Enfin, à la fin de la séance, les députés vont se retrouver pour la formation des commissions.
Le Président de l’Assemblée nationale est élu au scrutin uninominal, à la majorité absolue des suffrages exprimés. Si cette majorité n’est pas atteinte au premier tour du scrutin, il est procédé à un second tour, pour lequel l’élection est acquise à la majorité relative. Les vice-présidents, les secrétaires et les questeurs sont élus au scrutin de liste, pour chaque fonction. Chaque groupe de l’Assemblée peut présenter une liste par fonction.
Dès son élection, le Président de l’Assemblée nationale prend fonction et l’élection des autres membres du Bureau se déroule sous sa présidence.
Le processus de l’installation du bureau de l’Assemblée nationale s’est toujours passé sans beaucoup de difficultés, lors des législatures précédentes du fait de la majorité écrasante des sièges détenus par le régime en place. Par exemple, en 2017, 125 des 165 sièges de députés ont été remportés par la majorité présidentielle. Cette fois ci il y’aura peut être une différence notoire du fait de la montée fulgurante de l’opposition.
À l’heure où ces lignes sont écrites, les travaux n’ont toujours pas démarré à l’hémicycle alors qu’ils étaient prévus à 10 heures.
