Le parti de l’Unité et du Rassemblement est et demeure un parti démocratique. L’échec des formations politiques peut être assimilé à l’inefficacité organisationnelle, au delà des promesses électorales jamais tenues et des motivations essentiellement électoralistes qui remettent en cause la crédibilité du politique. Les deux principes d’or : l’efficacité et l’efficience tant recommandés, bien que galvaudés par nos gouvernants, doivent être l’apanage des partis dans le but de primer la politique de contribution sur celle de la répression, pour redonner à l’Etat sa force monolithique et son caractère sacrosaint.
En supprimant le bureau politique et le secrétariat national au profit d’un seul comité directeur, le PUR nourrit les racines d’une politique de proximité en renforçant le rôle acteur des Secrétaires Généraux de Fédérations qui sont en contact permanant avec la population. Par conséquent la politique de la cravate et du canapé occasionnant des structures dormantes, inefficaces et sans mission précise, cède sa place à celle du pragmatisme ; une politique de décentralisation des centres de proposition, une politique du peuple menée par le peuple. Si d’aucuns considèrent le « fast track » comme slogan, le PUR par le biais de son Président en fait une réalité en érigeant ses structures en exemple patent.
Beaucoup de politiques entreprises par l’Etat du Sénégal pour venir au chevet des enfants vivant dans la rue, des personnes en conditions de détention et des personnes en situation d’handicap, sont vouées à l’échec à cause d’une absencenotoire de volonté politique et surtout d’un manquede vision. « On accélère la cadence » se disaient-ils ; le PUR propose d’accélérer l’accélération de la cadence, en mettant en place des comités spécialisés qui prennent en charge ces questions de l’heure pour une meilleure intégrité humaine de tous.
Voilà le sens des réformes majeures opérées par le Président du Parti de l’Unité et du Rassemblement suivant la volonté du congrès, juste l’essentiel pour mettre le Sénégal sur le chemin du développement. La décision du médecin d’amputer un membre répond à une logique de guérir plutôt que de favoriser la douleur ou pire de laisser le symptôme gagner du terrain.
Lorsque l’essentiel est en danger, s’engager devient une nécessité, c’est PUR et on s’engage.
